This chapter summarizes current constitutional design regarding Government. It is based on the review of national constitutions and seeks to establish a common ground for writing and amending constitutions. It examines the role and function of Government, its leadership and organisation. Appointment and dismissal of Government including timeframes and the dismissal of Government in semi-presidential systems are being assessed. The dismissal of individual ministers is not recommended. It further reviews the vote of confidence clause as well as the vote of no confidence clause, each in term of purpose and function and norm addressees, majorities and formalities for the initiation of the process and for the final decision. Emphasis is given to the time limitations between the proposal and the vote of no confidence. This chapter forms part of Vol. I of Writing Constitutions.
