Chapter 6: Legislation
This chapter summarizes current constitutional design regarding legislation. It is based on the review of national constitutions and seeks to establish a common ground for writing and amending constitutions. It evaluates the legislative initiative and the people’s initiative as well as exclusive rights when initiating a bill. It also compares the reading of laws and solutions for conflicts in bicameral Parliaments. Furthermore, the chapter reviews approval and control of legislative acts, parliamentary reservations, and delegated legislation as well as the judicial review of referendums. This chapter forms part of Vol. I of Writing Constitutions.
